Where to study Community & Social Impact in Malaysia, and who funds it

Key facts

  • KPM's teaching degree for SPM leavers, PISMP, is taught at Institut Pendidikan Guru (IPG, teacher training institute) campuses, of which there are 27. You can only apply online at pismp.moe.gov.my.[1][2]
  • Social work degrees are listed for 2026 at UMS in Sabah, UNIMAS in Sarawak, USM, UUM and more. You apply after Form 6, matrikulasi or asasi, not straight after SPM.[3][4]
  • Some university education degrees say plainly that they do not lead to a government teaching post. UMS's early childhood degree is for the open market, and UPSI's education degrees carry no guarantee of a KPM appointment.[3]
  • GIATMARA Petaling Jaya (Utara) runs a 9-month SKM Level 3 childcare course that needs no formal qualifications. The UP_TVET intake it belongs to closes on 16 November 2026.[5][6]
  • JPA's B40 diploma grant (DB40) took applications from 3 to 16 August 2026; the 2027 window was not announced on 23 October 2026.[7][8]

This guide names real programmes for work with children, families and communities: teaching, early childhood care, social work, public administration and community work. For each one you get how long it takes, where to check its entry rules and, where we looked, its accreditation record. Then it shows who pays for study in this area and which windows to watch. For what the jobs involve day to day, and the new law on social work, read Community & Social Impact after SPM.

Programmes to look at, by route

These eleven come from official listings fetched on 23 October 2026: UP_TVET, KPM and e-Panduan UPU, the Ministry of Higher Education's list of entry rules for public universities. The rules shown are the ones listed for 2026, so check again for your own intake. Where we looked a programme up on the MQR (the Malaysian Qualifications Register, MQA's public list of accredited programmes), we say what it showed. Where we did not, check it yourself: How to check a course is accredited shows how.

Skills certificate (SKM Level 3)

  • GIATMARA Petaling Jaya (Utara), Selangor: Asuhan Awal Kanak-Kanak, SKM Level 3. 9 months, in childcare and early childhood education. It is for Bumiputera Malaysians aged 15 to 70, and needs no formal qualification if you can read and write. Its listing names childcare centre carer, childcare centre operator and mobile caregiver as the jobs it leads to.[5] It is in the UP_TVET Perdana intake 1/2027, which takes applications from 1 October to 16 November 2026.[9][6] Entry rules on UP_TVET(opens in a new tab)

University diplomas, straight after SPM

You apply for these through UPU, and each programme's special requirements (syarat khas) are in e-Panduan UPU.[10]

  • Universiti Pendidikan Sultan Idris (UPSI), Perak: Diploma Pendidikan Awal Kanak-Kanak (UPU code UA4143001). 6 semesters, with a test or interview. At least a B in English and Bahasa Melayu, a C+ in Mathematics and in one science subject, a C in Sejarah or a listed religious or moral subject, and a C in one more subject.[11] The MQR lists UPSI's Diploma in Early Childhood Education (MQA/FA10549) as accredited from 12 January 2018.[12]
  • UiTM Puncak Alam, Selangor: Diploma Pendidikan Awal Kanak-Kanak (UE4143001). 6 semesters, with a test or interview. At least a B in English and a C in any five subjects. It is open only to Malay, Sabah native, Sarawak native and Orang Asli applicants.[11] Check it on the MQR(opens in a new tab).[13]
  • UiTM: Diploma Pentadbiran Awam (Public Administration, UE4345001). 5 semesters, at Kota Kinabalu (Sabah), Samarahan (Sarawak), Machang, Raub, Seremban and Sungai Petani. At least a C in English and a C in Mathematics or Additional Mathematics, with the same rule on who can apply.[11] The MQR lists the Kota Kinabalu campus's Diploma in Public Administration (MQA/SWA12093) as accredited from 17 April 2018.[14]

Look up any of these codes on e-Panduan UPU(opens in a new tab) to see the full rules.

Teacher training straight after SPM: PISMP

  • Institut Pendidikan Guru (IPG): Program Ijazah Sarjana Muda Perguruan (PISMP). KPM's degree for people who want to teach in government schools, taught across 27 IPG campuses.[15][1] You can enter after SPM, STPM, STAM, matrikulasi or a Kolej Vokasional early childhood diploma. SPM leavers apply through the main route or through special routes for groups including students with special needs, Orang Asli and Penan students, sports and arts school students and tahfiz students.[15] Applications are online only, at pismp.moe.gov.my(opens in a new tab).[2] The advert there sets the grades, age limit and length of study. We could not open that site on 23 October 2026, so read the advert yourself when the next intake opens.

Degrees, after Form 6, matrikulasi or asasi

The 2026/27 UPU rules for SPM leavers cover asasi, diploma and certificate places, not degrees. You apply for a degree later, as an STPM, matrikulasi, asasi or diploma holder.[10][4] The rules below are the ones e-Panduan lists for STPM (Arts stream) leavers. Asasi Sains Sosial leavers can also apply for the social work degrees at USM, UUM, UKM and UniSZA.[3][16]

  • Universiti Malaysia Sabah (UMS), Kota Kinabalu: Sarjana Muda Kerja Sosial dengan Kepujian (UH6762001). 7 semesters. A CGPA of 2.50, at least a C in SPM Mathematics, Additional Mathematics or a science, at least an E in SPM English, and MUET Band 2.0.[3] The MQR lists UMS's Bachelor of Social Work with Honours (MQA/FA10971) as accredited from 28 September 2018.[17]
  • Universiti Malaysia Sarawak (UNIMAS): Sarjana Muda Sains Sosial dalam Kerja Sosial dengan Kepujian (UW6762001). 6 semesters. At least a C in two STPM subjects other than Pengajian Am, at least an E in SPM Mathematics and English, and MUET Band 2.0.[3] The MQR lists it (MQA/FA9695) as accredited from 6 December 2017.[18]
  • Universiti Sains Malaysia (USM), Pulau Pinang: Sarjana Muda Kerja Sosial dengan Kepujian (US6762001). 8 semesters, with a test or interview. A CGPA of 2.67, at least a B- in two listed STPM subjects, and MUET Band 2.0.[3] The MQR lists it (MQA/SWA0829) as accredited from 15 November 2015.[19]
  • Universiti Utara Malaysia (UUM), Sintok: Sarjana Muda Pengurusan Kerja Sosial dengan Kepujian (UU6762002). 8 semesters, with a test or interview. A CGPA of 2.50 and MUET Band 2.5.[3] The MQR lists its Bachelor of Social Work Management with Honours (MQA/SWA14756) as accredited from 30 September 2020.[20]
  • UMS, Kota Kinabalu: Ijazah Sarjana Muda Pendidikan Awal Kanak-Kanak dengan Kepujian (UH6145002). 8 semesters, with a test or interview. A CGPA of 2.00, MUET Band 2.0 and a pass level in the MEdSI teacher selection test. e-Panduan says this degree's intake is for the open market, not for appointment as a government teacher.[3] The MQR lists it (MQA/FA8546) as accredited from 22 October 2021.[21] UPSI's education degrees carry a similar note that they do not guarantee a KPM teaching post.[3]
  • Universiti Malaysia Kelantan (UMK), Bachok: Sarjana Muda Pengurusan Komuniti dengan Keusahawanan Sosial (Kepujian) (UL6310001). 3 years, on community management and social enterprise. A CGPA of 2.00 and MUET Band 2.0.[3] Check it on the MQR(opens in a new tab).[13]

We have not listed private colleges here. If you look at one, ask for its fees in writing and find the programme on the MQR before you pay a deposit.

Who funds study in this area

We found no sponsor on an official page that is reserved for social work or community work. Most money comes from national sponsors open to many fields, aid tied to the type of programme, and your state. Scholarships and study loans after SPM explains how each kind works, and B40, M40 and study aid shows who qualifies and the cash you need before any aid arrives.

Aid tied to where you study

  • Asasi aid (BKA). If you take the asasi route, for example Asasi Sains Sosial before a social work degree, BKA sponsors asasi students at public universities and 5 selected polytechnics, aimed at B40 and M40 families.[22] MyGOV shows no dates, so ask the university when you get your offer.
  • Disability aid (BKOKU). If you are registered as OKU with JKM (the Social Welfare Department) and hold an OKU card, you can apply for BKOKU to continue your studies.[22]
  • PISMP. What the programme pays for and what it asks of you afterwards are set out in its advert on pismp.moe.gov.my. We could not open it on 23 October 2026, so ask about fees, allowances and any service bond before you accept.[2]

National sponsors

  • JPA Dermasiswa B40 (DB40). A grant for diploma study, including the university diplomas above, for households with per-capita income of RM5,249 a month or less. It asks for credits in Bahasa Melayu and Sejarah plus at least a C in three other subjects, and an offer from the institution.[8] The 2026 round ran from 3 to 16 August 2026 for SPM 2025 leavers; the 2027 window was not announced on 23 October 2026.[7][8]
  • JPA JKPJ. A merit-based convertible loan for top SPM results that covers social science, among other fields, with a preparatory year and then a degree in Japan, Korea, France or Germany.[23] The 2027 window was not announced on 23 October 2026.[23]
  • MARA Tertiary Education Loan (TESP). A loan for a diploma or first degree at institutions MARA approves, for applicants who, with at least one parent, are Malaysian Bumiputera. Diploma applicants must be under 30, and B40 and M40 families get priority.[24] The 2027 window was not announced on 23 October 2026.[24]
  • PTPTN. The national study loan lends up to RM4,750 a year for a full-time diploma at a public university, polytechnic or community college, and up to RM6,180 a year for an arts degree at a public university. You get the full amount if your family receives STR (Sumbangan Tunai Rahmah, the government cash aid), and 75% or 50% otherwise, depending on family income.[25] PTPTN basics explains repayment.

Your state

  • Sabah. The PTPS portal is where you apply for Sabah state sponsorship, including the State Government scholarship (BKNS) and the Yayasan Sabah Group; BKNS applications for 2026 closed on 31 August 2026.[26]
  • Sarawak. Yayasan Sarawak lends to anak jati Sarawak (at least one parent Sarawakian) for a diploma or degree at a public university you entered through UPU. It needs a C in SPM Bahasa Melayu and two guarantors in permanent jobs, and is open all year.[27]
  • Other states. Scholarships and loans from your state lists each state foundation and what it asks for.

What this means for you

  • If you want to teach in a government school, PISMP is the direct route. A university education degree can still lead to teaching, but some say outright that they do not lead to a government post, so read the note on each one.
  • Social work is a degree after Form 6, matrikulasi or asasi. Straight after SPM, the closest steps are a public administration or early childhood diploma, or Asasi Sains Sosial.
  • You can start working with children within a year. The GIATMARA childcare course takes 9 months and needs no SPM grades, though it is for Bumiputera applicants only.
  • Who can apply differs by institution. UiTM's diplomas, the GIATMARA course and MARA's loan are for Bumiputera applicants only; e-Panduan shows no such restriction for the UPSI, UMS, UNIMAS, USM, UUM and UMK programmes here.[3]
  • The rules shown are the ones listed for 2026. Treat them as a guide, not a promise, and check each programme's page again for your own intake.

Your next step

  1. Shortlist three programmes on different routes, for example a diploma or the childcare course now, PISMP, and a social work degree to aim for after Form 6 or asasi. Open each official page above, write down its entry rules, and look it up on the MQR(opens in a new tab).
  2. Note one funding window. If the childcare course fits, the UP_TVET Perdana intake closes on 16 November 2026. If you are aiming for a diploma, check the JPA sponsorship portal(opens in a new tab) weekly from June 2027 for the next DB40 round.
