Key facts

  • All UiTM programmes, Asasi UMS and Asasi UNIMAS are reserved for Malay, Anak Negeri Sabah, Anak Negeri Sarawak and Peninsular Orang Asli applicants in the 2026/27 UPU intake. Diploma UMS, polytechnic diplomas and community college courses are open to every qualified applicant.[1]
  • JPPKK lists three polytechnics in Sabah, three in Sarawak, eight community colleges in Sabah and seven in Sarawak.[2][3][4][5]
  • FLYsiswa 2026 gives eligible students at public institutions a RM400 flight voucher when home and campus are on different sides of the sea. Voucher applications close on 30 November 2026.[6][7]
  • Yayasan Sarawak's i-GPS pays back up to RM300 a trip, twice a year, for Sarawakian students flying home from a campus outside Sarawak. You claim after you fly.[8]
  • Form 6 runs in ordinary day secondary schools as well as Form 6 colleges, so it may be the route that needs the least moving.[9]

Much post-SPM advice, ours included, is written from Kuala Lumpur. It assumes a campus is a bus ride away and that a parent can drive you to an interview. If you live in Sabah, Sarawak, Labuan, or a rural district anywhere, the questions are different: what can I study near home, what does it cost to move, and who helps with the flight?

This guide lists what official pages showed when we checked on 23 October 2026. It names institutions, not quality. Use it to build a shortlist, then check each place yourself.

Public universities near you

UMS and UNIMAS are among the 18 public universities that take SPM leavers through UPU, the central application system for public universities.[1] Some national universities also have campuses in Borneo.

UniversityWhere, as its own site states
Universiti Malaysia Sabah (UMS)Main campus in Kota Kinabalu, and UMS Kampus Antarabangsa Labuan[10]
Universiti Malaysia Sarawak (UNIMAS)Sarawak (unimas.my(opens in a new tab))
UiTM Cawangan SabahKota Kinabalu and Tawau campuses[11]
UiTM Cawangan SarawakSamarahan and Mukah campuses[12]
UPM SarawakUPM's Sarawak campus, linked from UPM's homepage[13]

Who can apply matters as much as where. For 2026/27, every UiTM programme, Asasi UMS and Asasi UNIMAS are reserved for applicants who are Malay, Anak Negeri Sabah, Anak Negeri Sarawak or Orang Asli of Peninsular Malaysia. Diploma UMS is open to all qualified applicants.[1] So if you are a Chinese, Indian or other non-Bumiputera Sabahan or Sarawakian, your public options at home include Diploma UMS, polytechnics, community colleges and Form 6, with a degree application through UPU afterwards.

Sarawak also has state-owned universities and colleges (Curtin Malaysia in Miri, Swinburne Sarawak in Kuching, UTS and Kolej Laila Taib in Sibu, and i-CATS in Kuching), which Yayasan Sarawak's local study loan covers.[14] Sarawak's free tertiary education scheme (FTES) for these universities is explained in Scholarships and loans from your state.

Polytechnics and community colleges

Polytechnics offer diplomas; community colleges offer certificates and diplomas. There are 36 polytechnics and 106 community colleges across the Peninsula, Sabah and Sarawak for the 2026/27 intake, and you apply through UPU.[1] JPPKK, the department that runs them, lists these in Borneo:

StatePolytechnicsCommunity colleges
SabahKota Kinabalu, Sandakan, Tawau[2]Beaufort, Kota Marudu, Lahad Datu, Penampang, Sandakan, Semporna, Tambunan, Tawau[4]
SarawakKuching, Mukah, Metro Betong[2][3]Betong, Kuching, Mas Gading (Bau), Miri, Santubong, Sarikei, plus a Sarikei branch in Sibu[5]

We found no polytechnic or community college in Labuan on these lists. For entry rules and fees, read Diplomas: polytechnic, UiTM, community college or private.

Matrikulasi and Form 6

Matrikulasi. KPM's matriculation programme is for Malaysian citizens aged 20 or under when they apply, who are sitting SPM that year. Tuition and accommodation are free, and eligible students get a living allowance (BSHP).[15] KPM's own sites would not open from our checks, so we do not list colleges here. Look at which college your offer names: if it is across the sea from home, FLYsiswa (below) covers matriculation students.[6] More in Matrikulasi KPM.

Form 6 (STPM). Form 6 is taught in ordinary day secondary schools, SMJK schools, Form 6 centres (Kolej Tingkatan 6) and some government-aided religious schools. You need a credit in SPM Bahasa Melayu and must be 17 to 20 on 1 January of the year you enter. MyGOV tells you to ask your district education office (PPD) which schools near you offer it.[9] More in Form 6 and the STPM.

TVET institutes near you

TVET means technical and vocational education and training: hands-on skills courses, many leading to SKM (Sijil Kemahiran Malaysia, the national skills certificate). The national TVET portal lists these public institutes in Borneo:

AreaInstitutes on the TVET portal
SabahADTEC JTM Kota Kinabalu and ILP Sandakan (Ministry of Human Resources)[16]; TVETMARA Kota Kinabalu (formerly IKM)[17]; IKBN Kinarut (Ministry of Youth and Sports)[18]; Kolej Teknologi Yayasan Sabah, Sabah Skills & Technology Centre and a state technical and trade institute in Papar[19]
SarawakADTEC Bintulu, ILP Kota Samarahan, ILP Miri and ILP Serian[16]; TVETMARA Kuching and Bintulu[17]; IKBN Miri[18]; Pusat Pembangunan Kemahiran Sarawak in Kuching, Bintulu, Miri, Mukah and Sri Aman[19]
LabuanADTEC JTM Kampus Labuan (ILP Labuan)[16]; GIATMARA Labuan[17]

GIATMARA also has centres in many small towns, from Kudat, Semporna and Keningau in Sabah to Kapit, Belaga and Lawas in Sarawak.[17] GIATMARA takes Bumiputera applicants aged 15 and over who can read and write.[20]

Many public TVET courses take applications through UP_TVET, the national TVET application system. The Perdana 1/2027 round takes applications from 1 October to 16 November 2026, sends offers from 17 to 27 November 2026, and takes appeals from 7 December 2026 to 26 January 2027.[21] How the agencies and certificates fit together is in TVET in depth.

If you move: flights, hostel and documents

Flight help

FLYsiswa (federal, 2026 round). The Ministry of Transport gives a RM400 digital voucher for economy flights between your home region and your study region, on Malaysia Airlines, AirAsia, Batik Air, Firefly or AirBorneo.[7][6]

  • Who: Malaysian citizens at public universities, polytechnics and community colleges, matriculation colleges, teacher training institutes (IPG), ASWARA, JTM training institutes (such as ILP and ADTEC), government-linked and state-owned universities, and IMPAC.[6]
  • Which trips: your permanent address and your campus must be in different regions: Peninsula to Sabah, Sarawak or Labuan, or between Sabah, Sarawak and Labuan. Flights within the Peninsula, or within Sabah or Sarawak, do not count.[6][7]
  • When: the 2026 round covers students registered by 31 March 2026. Voucher applications close on 30 November 2026, and vouchers must be used by 31 December 2026.[6] The site showed no 2027 round when we checked, so a student starting in 2027 should check again after registering.

i-GPS (Yayasan Sarawak). If at least one parent is Sarawakian, you are 18 or over and you study full-time at any institution in Malaysia outside Sarawak, you can claim up to RM300 a trip for a flight home to Sarawak. Yayasan Sarawak approves up to two claims a year, and you must claim within 60 days of the flight, with your boarding pass and itinerary. Applications are open all year.[8]

For Sabah, check the PTPS portal(opens in a new tab) and the state's announcements each year: we did not find an official page for a Sabah student flight scheme.

Hostel and the first month's cash

Many campuses expect you to live in. At Politeknik Tawau in 2025, every first-semester student had to stay in the hostel, at RM360 a semester for a shared room, on top of RM200 tuition and a one-off RM200 first-semester payment. The hostel gave a bed, mattress, pillow, cupboard, desk and chair; you brought your own sheets.[22] Other campuses differ, so read your registration guide as soon as the offer arrives.

Add the first flight or bus, bedding and a month of food, and you may need cash before any loan or grant pays out. B40, M40 and study aid: who qualifies, and the cash you need first and What each route after SPM really costs help you plan that.

Documents

A Malaysian from the Peninsula who will stay in Sabah or Sarawak for more than 3 months can get a Restricted Travel Document (DPT) from the Immigration Department: it costs RM5, lasts 5 years, needs your MyKad and two photos, and applicants under 18 need a parent's consent.[23] Immigration offices in Kuala Lumpur, Sabah, Sarawak and Labuan, among others, issue it.[23]

If you are from Sabah or Sarawak and studying in the other state or in Labuan, ask the Immigration Department what you need: we did not find an official page that sets it out.

Indigenous and Orang Asli students

  • Reserved places. Anak Negeri Sabah, Anak Negeri Sarawak and Peninsular Orang Asli applicants are among those who can apply for the reserved programmes: all of UiTM, Asasi UMS, Asasi UNIMAS and MARA's higher education (MARA BPT) programmes, among others.[1]
  • MARA (Majlis Amanah Rakyat). MARA's diploma and degree loans need the applicant and one parent to be citizens with bumiputera status.[24] Ask MARA what proof of status it accepts for your community before you apply.
  • JAKOA (the Department of Orang Asli Development) says its aid is applied for through JAKOA district or state offices, and its education page lists Orang Asli students it supported at public universities in 2020.[25][26] We did not find current written rules for its higher-education aid, so ask your JAKOA district office.

Scholarships from Yayasan Sabah, the Sabah state portal (PTPS) and Yayasan Sarawak are in Scholarships and loans from your state.

Rural anywhere: finishing a route without moving far

You do not have to be in Borneo for distance to decide your options. Some routes let you stay close to home:

  • Form 6 at a nearby school. Ask your PPD which schools in your district offer it and which subject packages.[9]
  • A community college or GIATMARA centre in your district or the next town. Community college courses are open to every qualified applicant through UPU.[1]
  • An ILP, ADTEC or TVETMARA institute. Search by state on the TVET portal(opens in a new tab).
  • Open and distance learning. Open University Malaysia (OUM) has learning centres in every state except Perlis, including Keningau, Kota Kinabalu, Sandakan and Tawau in Sabah, and Bintulu, Kuching, Miri and Sibu in Sarawak.[27] Its Diploma in Management takes SPM with at least 3 credits, and its APEL route (entry based on work and life experience) needs you to be 20 or older, so it is not a straight-after-SPM option.[28] PTPTN lists OUM as a private institution, so check its fees.[29]
  • PTPTN (the national study loan fund) for part-time study. At private institutions, PTPTN lends for part-time study only at OUM, Wawasan Open University, Asia e University, UNITAR and UNIRAZAK. It funds distance-learning diplomas only at public universities.[29] See PTPTN basics.

Online study needs a steady connection. In 2025, 99.0% of urban households had internet access, against 90.7% of rural households.[30] If yours is patchy, ask a learning centre or campus what it offers on site before you choose.

What we could not confirm

  • The list of matriculation colleges in Sabah, Sarawak and Labuan: KPM's sites block our checks.
  • UPM Sarawak's own pages, which would not load, so we give no town or programme list for it.
  • Any Sabah state flight scheme for students on an official page.
  • Immigration rules for Sabahans and Sarawakians studying in the other state or in Labuan.
  • JAKOA's current written rules for higher-education aid.

What this means for you

  • Check what is near home first. Universities, polytechnics, community colleges and TVET institutes all have campuses in Sabah and Sarawak (see the tables), but not every course does. Moving is a real choice, not the default.
  • Read who a programme is reserved for. UiTM and some asasi programmes are reserved for Bumiputera applicants, including Anak Negeri Sabah and Sarawak. If you are not eligible, Diploma UMS, polytechnics, community colleges and Form 6 are open to you.[1]
  • Plan to pay the first trip yourself. i-GPS pays back after you fly, and FLYsiswa's 2026 round does not cover students who register in 2027. Keep boarding passes and receipts.[8][6]
  • Budget for a hostel even if fees are low. At Politeknik Tawau in 2025, hostel fees were higher than tuition, and living in was compulsory in semester one.[22]
  • Distance learning has age and cost catches. OUM's experience-based entry starts at 20, and PTPTN lists it as a private institution.[28][29]

Your next step

  1. Write a three-place shortlist within a day's travel of home, using the tables above. For TVET, search your state on the TVET portal(opens in a new tab); the UP_TVET Perdana 1/2027 round closes on 16 November 2026.[21]
  2. If any option is across the sea, open the FLYsiswa terms(opens in a new tab) (and Yayasan Sarawak's i-GPS(opens in a new tab) if you are Sarawakian), and ask the institution for its registration guide so you know the hostel cost before you accept.
