Key facts
JPA, MARA and PTPTN are national schemes. Our guide "Scholarships and study loans after SPM" (library item scholarships-and-loans-guide) covers them. Every state also has money for its own students, usually through a state foundation (yayasan) or the state government. Some fill gaps the national schemes leave, such as a loan for a private college or a small cash grant when you register.
To qualify you usually need a link to the state: you or a parent born there, or some years living or studying there. The wording differs from state to state, so read the exact rule.
We checked every official page below on 23 October 2026. Where we could not confirm a current scheme on an official page, we list the body and its website only.

Johor
Yayasan Pelajaran Johor (YPJ) runs Johor's schemes, and you apply on its eYPJ portal.
- The study loan is interest-free, for students born and living in Johor whose parents together earn no more than RM10,000 a month. It pays RM4,000 to RM6,000 a year for a diploma at a public institution, RM6,000 to RM10,000 at YPJ's listed private colleges, and RM6,000 to RM7,000 a year for a degree. It was closed when we checked.[4]
- The registration aid (Skim Bantuan Pendaftaran) gave a one-off RM500 to new first-year students in 2026 from families earning RM10,000 a month or less. The 2026 window ran from 17 August to 7 September 2026.[7]
- Biasiswa Orang Muda Johor is a full scholarship, with A-Level in Malaysia first, for a degree at one of the world's top 20 universities. You need at least 9A in SPM, must be 19 or under at the closing date, and must be born in Johor or have lived there at least 5 years. There is no income limit. It was closed when we checked.[8]
- IMAJ is a RM200 cash incentive for Johor students at public and selected private institutions, with no income limit. It was open when we checked.[9]
Kedah
The state's education financing section (SPPNK) runs the iPINJAM loan.[2]
- For the 2026/2027 intake, online applications ran from 11 August to 15 September 2026.
- You or a parent must be born and living in Kedah, or have lived there at least 2 years, and you cannot already get help from another agency. It is for new first-year students in a first full-time certificate, diploma or degree in Malaysia. STPM, matriculation, asasi (foundation) and TVET programmes are not covered.
- For 2026 it pays RM12,000 a year for a diploma and RM14,000 for a degree at UniSHAMS, or RM3,000 (certificate), RM5,000 (diploma) and RM7,000 (degree) a year at other public and selected private institutions. You must keep a GPA of 2.5 every semester.
Kelantan
Yayasan Kelantan Darulnaim (YAKIN) gives study loans for public universities in Malaysia, or abroad if recognised by MQA (the Malaysian Qualifications Agency).[10]
- You must be Kelantan-born and living in Kelantan, with an offer for a diploma or degree at a public university, a credit in SPM Bahasa Melayu and age 25 or under at the closing date. You cannot hold another sponsor.[10]
- When we checked, the loan page listed RM3,500 a year for a diploma and RM5,000 a year for a degree at a public university in Malaysia.[10]
- The latest degree round on YAKIN's site was for 2025: applications for study in Malaysia ran from 7 to 20 September 2025.[11]
Melaka
TAPEM, Melaka's state education trust fund, runs a higher-education loan (Pinjaman Wang Pengajian Tinggi) for anak Melaka at diploma, degree, master's and PhD level.[12]
- TAPEM takes applications all year, by session. For the May 2026 session, diploma and degree applications ran from 1 January to 30 June 2026.[12]
- You apply online, then print the form and send it with your documents to the TAPEM office. Check the full eligibility rules on the portal.[12]
Negeri Sembilan
Yayasan Negeri Sembilan (YNS) gives interest-free education loans, open all year. For a diploma or degree you must apply to PTPTN first. Only if PTPTN turns you down can you apply to YNS, with PTPTN's rejection letter. If you hear nothing within 2 months of the closing date, treat it as unsuccessful.[13]
Pahang
Yayasan Pahang runs the state's scholarships and loans. Its website blocked our automated checks, so check the current scheme on their site: yp.org.my(opens in a new tab).
Penang
- The state study loan (Pinjaman Penuntut Negeri Pulau Pinang) is open from 1 July to 31 October 2026. You must be born in Penang or have gone to school there for at least 5 years, with an offer from a university or college in Malaysia (private college courses must be MQA-approved).[3]
- It covers certificate, diploma and degree study, but not pre-university, matriculation, skills certificates or vocational college. You cannot hold PTPTN, MARA, JPA or another sponsor at the same time.[3]
- The ePPN FAQ lists RM6,000 a year for a science degree, RM5,000 for an arts degree and RM4,000 for a diploma. It charges 1% of the total loan, and you start repaying 6 months after you finish.[5]
- The Penang Future Foundation (PFF) scholarship comes later: a first degree in Malaysia in STEM, accountancy or finance, after STPM, foundation, matriculation or a diploma. It is open to all Malaysians.[14] For 2026, the Penang Scholar award needed a CGPA of 3.67 and household income up to RM15,000 a month; the Mutiara Scholar award needed 3.00 to 3.66 and up to RM5,000. Afterwards you must work in Penang: one year for every RM20,000 received, up to eight years.[15]
Perak
Yayasan Perak's Insentif Siswa (INSISYP) is a one-off grant, not a loan, for students in their first semester.[16]
- When we checked it paid RM300 for a certificate, RM500 for a diploma and RM1,000 for a degree in Malaysia. For study abroad it paid RM1,500 or RM2,500 for a diploma and RM3,000 or RM5,000 for a degree, depending on the country.
- Household income must be under RM7,500 a month (basic pay). You or a parent must be born and living in Perak, or have lived there more than 10 years.
- Applications are open from 1 January to 30 November each year, and you must apply within 4 months of registering at your institution.
Perlis
The Perlis state portal lists a form for an education contribution (Sumbangan Dana Pendidikan) and loan forms from the state scholarship trust fund.[17] The loan form we read covers full-time first-degree, master's or PhD study, so it applies after pre-university. It is marked for applicants of Malay descent who are anak Perlis and have lived in Perlis for at least 5 years in a row, and it is sent to the State Secretary's office in Kangar.[18] The form carries no date, so ask that office whether it is current and what applies to you.
Sabah
Sabah puts its main sponsors on one portal, PTPS (Portal Tajaan Pendidikan Sabah): the state scholarship (BKNS), Yayasan Sabah, the Sabah Islamic Religious Council (MUIS), Baitulmal and the State Deputy Secretary's office.[19][20]
- BKNS opened for 2026 on 20 April 2026, and its third 2026 round closed on 31 August 2026. You could apply before you had an offer and add it later.[19]
- Yayasan Sabah bases its awards on results and parents' income, with priority for students from and living in Sabah.[20]
Sarawak
- Sarawak's Free Tertiary Education Scheme (FTES) started in 2026. The Premier said it covers Sarawakian students in 64 degree programmes at state-owned universities, whatever the family income.[6] The state education minister said it applies to four universities in Sarawak and focuses on science and technology.[22] Swinburne Sarawak, one of them, asks eligible students to apply for FTES online, so ask your university how to be considered.[23]
- Yayasan Sarawak's local study loan is for anak jati Sarawak (at least one parent Sarawakian) doing a diploma or degree at a public university through UPU, or at five Sarawak government-owned private universities and colleges. You need at least a C in SPM Bahasa Melayu, no other sponsor and two guarantors. It is open all year, and repayment starts 12 months after you finish.[24]
- Its technical training loan pays fees up to RM10,000 a year at Yayasan Sarawak's panel skills institutions, for ages 16 to 30.[24]
- Its scholarships (BYSTT and YBSTAR) open once a year and need a CGPA of 3.00 after STPM, matriculation, foundation or a diploma.[25]
Selangor
Yayasan Selangor gives a study loan for a full-time diploma or degree at a public or private institution in Malaysia.[1]
- You must be born in Selangor, have a parent born in Selangor, or have lived in Selangor more than 10 years. Being born, or having a parent born, in Kuala Lumpur before 1 February 1974 also counts. Household income per person, meaning parents' income divided by dependants, must be under RM3,000 a month. You cannot already have PTPTN, JPA, MARA or another sponsor.[1]
- The FAQ lists up to RM8,000 a year for a diploma and RM10,000 a year for a degree.[26]
Terengganu
Yayasan Terengganu gives scholarships, loans and aid to anak Terengganu, with a focus on B40 (lower-income) families and students without PTPTN, JPA or MARA funding.[27]
- On 23 October 2026 no applications were open. Schemes open by intake on the YTPENAJAAN system.[28]
Federal Territories
Yayasan Wilayah Persekutuan (YWP) lists a starter aid for higher education (Skim Bantuan Awal IPT) on its homepage, but its 2026 education page only describes school aid, a learning centre and SPM tuition.[29][30] Check the current scheme on their site.
Zakat and Islamic councils
State zakat bodies and Islamic religious councils also help Muslim students. For example, MAIWP in the Federal Territories ran a 2026 scholarship for degrees in Egypt and Jordan, open from 20 May to 19 June 2026 and subject to a means test (had kifayah).[31] In Sabah, MUIS and Baitulmal aid is on PTPS.[19] Ask your state zakat office what it offers.
What this means for you
